POSITION TITLE: RECRUITMENT & RETENTION MANAGER

DESCRIPTION:
Develops recruitment and retention strategies to optimize customer service and quality outcomes. Provides functional expertise to HR and managerial staff throughout the organization on recruitment and retention best practices. Manages workflow of all recruitment-related activity to assure a streamlined, customer focused delivery process
RESPONSIBILITIES:
· Responsible for planning, recommending, and implementing new ideas and concepts for recruitment including, and not limited to, proposing creative scheduling/work shift options, development of an internet based recruitment strategy, recruitment outsourcing, etc.
· Reduces the vacancy rate and length of time to fill jobs. Establishes a plan to maintain the vacancy rate below established target
· Utilizes quality improvement techniques to advance the process of recruitment ensuring a consistent, methodical, streamlined system exists. Develops systems and procedures to maintain integrity of applicant flow.
· Develops workforce planning reports and reviews succession plans to identify targeted areas of risk and recommends strategies to address future shortages.
· Responsible for assuring recruitment quality standards and customer service are met from an internal and external customer perspective.
· Develops both pre and post employment strategies to enhance employee retention. Provides progress reports and actions taken to improve employee retention within the first two years.
· Develops a recruitment budget with the Director, Human Resource Services.
· Identifies existing and potential sources of applicants, interviews, screens and refers qualified candidates.
· Accountable for developing and managing the relationships with key search firms. Establishes a process and related criteria for the use of search firms.
· Maintains and enhances established recruitment and employment related policies.
REQUIREMENTS:
· Bachelor's Degree in Business, Human Resources, or other related area with a minimum of five years of progressively responsible recruitment and staffing experience; Master's Degree preferred.
Three years previous supervisory experience. Strong interpersonal, negotiation and writing skills.
